With reference to Mr. Kyshe's request to you about the new Puisne Judgeship at the Straits Settlements, I write to say that, so far as I have opportunity of judging of his capacity, I consider him to be zealous and efficient in the performance of his duties as Registrar and otherwise, and I believe that he would make a steady and competent Puisne Judge.
